Which metrics are needed to specify good lighting for pedestrians?

For pedestrian lighting, CIE115:2010 specifies six classes of a verage and minimum horizontal illuminance (the P classes) with less specific proposals to consider colour rendering index and semi-cylindrical illuminance if there is a need to recognise pedestrians.
