Abstract
The IV Lateran Council held by Innocent III in 1215 has long been recognised as a major turning point in many aspects of church policy. However Innocent's agenda for the clergy has never attracted much scholarly attention, even though a large number of the council decrees are concerned with clerical behaviour and necessary resources for clerical activity. This article looks at changes in the clergy 1050-1215 to which Innocent III was responding in the IV Lateran.
