Abstract
This report is meant to provide the background to and initial guidance on establishing and running the Learning and Action Alliances for MARE. It is a discussion document and subject to revision following wide dissemination to the MARE partners and beyond. It will provide a starting point for the partners to begin to think about and set up problem-centric LAA to deal with the challenges faced by urbanisation, climate change, public expectations and current policy and practice as regards flood risk management. It is also expected that this report will be of use to associated INTERREG projects, such as FloodResilienCities and SKINT.
