Housing First has become increasingly important within strategic responses to homelessness across the economically developed World. However, there can be some confusion about what is meant by ‘Housing First’. This is because new ‘Housing First’ services do not always follow the same model. Various forms of ‘Housing First’ services exist in Denmark, Finland, France, Hungary, Ireland, the Netherlands, Portugal, the USA and the UK. This report proposes a taxonomy of three main types of ‘Housing First’ services and reviews the evidence base for each one.
