Abstract
Under the polluter-pays principle, excessive emitters of greenhouse gases have a special obligation to address climate change because they are responsible for it. But what kind of problem is climate change? This article argues that climate change, as a moral issue, has a more complex causal relationship than many proponents of the polluter-pays principle recognize: the problem stems from the interaction between human impacts on the climate and the vulnerability and exposure of humans and other valuable resources. This means we should acknowledge that human factors contribute to climate problems through multiple pathways, and therefore, the responsibility for remediation will vary depending on the cause.
