Abstract
The adoption of a holistic approach has significant implications for Labour Inspectorates (LIs) and Tax Authorities (TAs), and the skillsets, expertise and competencies required by inspectorates and inspectors. The aim of this report is to evaluate the human resource management implications that arise from: pursuing the objective of transforming undeclared work into declared work; pursuing cooperation across government and with social partners, and the adoption of preventative approaches and achieving a good balance between deterrence and prevention.
