Abstract
The underlying problem – an excess of traffic which impacts on other modes and leaves no incentive to switch to those other modes – is identified along with a strategic approach to improve the attractiveness of public transport, walking and cycling through a combination of generic measures and local interventions. The individual proposals, which were developed after many months of consultation with local stakeholders, include measures to reduce the amount of outbound traffic on Headingley Lane during peak periods, schemes designed to give priority to buses, redesign of various junctions along the A660, and measures to reduce outbound congestion on Cardigan Road. Initial analysis suggests that, between them, these measures could result in significant reductions in bus journey times and greatly improved conditions for pedestrians and a real incentive to use the more environmentally friendly modes and a realistic prospect for successful operation of bus-based park and ride in the corridor. The reduction in congestion-related pollution, together with improved ambience and public realm should contribute to an increase in economic activity in the area.
